License Deadline, Clean Air, Sidewalk Café & Nonprofit Checklist
1. Master Business License Deadline Extended The DC Department of Consumer and Regulatory Affairs (DCRA) announced that the Master Business License (MBL) grace period has been extended to December 31, 2002, for businesses that meet certain criteria. Businesses located in the District's commercial zones, or those that conduct business within the District but are located outside the city, have until the end of the year to comply. Businesses that required a license prior to the new law must already have a valid license. Home-based businesses within residential zones of the District have until February 28, 2003, to obtain a MBL. The law requires that these businesses obtain a Home Occupation Permit prior to applying for the MBL. A new, shorter application form for clerical and administrative home-based occupations is now available. This new form will eliminate the time-consuming review process and follow-up site inspections. Free Advice on Clean Air Regulations Offered District-based small businesses can receive free, technical assistance on clean air regulations. The Small Business Assistance Program, operated by the Air Quality Division of the Department of Health, provides confidential assistance to small businesses. DC and Chamber Launch International Business Development Office The District's Department of Transportation (DDOT) has initiated a voluntary citywide compliance program for sidewalk caf�. The program aims to assure the continued prosperity of these special urban amenities, while bringing them into compliance with city regulations particularly those related to public space and payment of rent and fees. The cooperative approach will guide the program as it expands to Georgetown, Dupont Circle, Cleveland Park, and other neighborhoods. Nonprofit Checklist and Resources Provided The nonprofit checklist on the District's Business Resource Center website consolidates relevant resources and requirements for new and existing organizations. The checklist, developed in cooperation with the Office of Partnerships and Grants Development (OPGD), features information and downloadable sample documents, including mission statements, concept papers, bylaws, and strategic plans. The checklist also includes downloadable federal and District forms. While the information is geared toward new nonprofits, existing organizations will also find the information useful.
