1. Businesses Encouraged to File for $1.2 Billion in DC Zone Tax Benefits

Eligible businesses and nonprofit organizations are reminded to file for federal tax credits, deductions, and exclusions available to entities operating within the District of Columbia Enterprise Zone (DC Zone).

The DC Zone tax incentives feature:

  • Capital gains tax exclusion
  • A personal property expensing allowance of up to $44,000
  • Employment tax credits of up to $3,000 per DC resident
  • Up to $15 million of tax-exempt bond financing

2. Zoning Website Offers New Services and Information

The Office of Zoning (OZ) has released a complete word-searchable edition of the Zoning Regulations updated through September 1, 2002 on its website. In this new version, a more comprehensive Special Exceptions Chart in Section 3104, as well as a new Subject Index can be found. All DC Code references have been recodified to be consistent with the DC Code 2001 Edition. Subsequent rulemakings will also be posted on the website under "Recent Zoning Amendments" as they are approved.

The new word-searchable Zoning Map, with updates thorough September 1, 2002, is also now available on the OZ website. Constituents easily can download and print the map files from the web site in an Adobe PDF file format. The map will be updated annually, however, in the interim any new map amendments will be available on the OZ website under "Recent Zoning Amendments." A complete paper version of this map will be available for sale in the first quarter of 2003.

Also on the OZ website: Zoning Commission (ZC) and Board of Zoning Adjustment (BZA) meeting and hearing schedules and agendas with results; transcripts from ZC and BZA meetings and hearings are available online with text search capability; and Zoning Commission Orders 1 – 901 with text search capability.

3. Free Guaranteed Ride Home Promoted for Commuting Employees

Employers in the Washington, DC metropolitan area can make their employees' commute easier by helping every employee enroll in the free Guaranteed Ride Home (GRH) program. Commuter Connections at the Metropolitan Washington Council of Governments offers this program in order to promote sharing the ride in a carpool or vanpool, taking transit, biking or walking to work.

GRH provides commuters who regularly vanpool, carpool, bike, walk, or take transit with a reliable ride home when one of life's unexpected emergencies arises. Commuters are able to use GRH for unexpected personal emergencies and unscheduled overtime up to four times per year. Best of all, the ride home by cab, rental car, bus or train is free (excluding gratuity, fuel and insurance charges).

4. Business Districts Invited to Commercial Revitalization Workshops

The Office of the Deputy Mayor for Planning and Economic Development (DMPED) announced the application workshop dates for the 2003 DC Main Streets initiative, a community-based commercial revitalization program and part of reStore DC. The dates run throughout February 2003. DC Main Streets provides a comprehensive package of technical and financial assistance to improve selected neighborhood business districts using resources to manage commercial districts, implement activities, and achieve stakeholder goals.

Valued at approximately $420,000 per recipient, Main Street resources are concentrated in the first five years of a neighborhood's local program. A smaller amount of technical and financial assistance is available to participants that continue to operate after their first five years. DC Main Streets is based on the national Main Street Four-Point Approach, which emphasizes organization, design, promotion and economic restructuring. Main Streets is part of Mayor Williams' ongoing, comprehensive revitalization program called reStore DC. Attendance at one workshop is mandatory for the application procedure. 5. Seminar Creates Easy Opportunity to Promote Recycling

All businesses and nonprofits can attend a seminar about how to organize, run, and promote a "Clean Your Files Day" recycling celebration for their offices. For the past seven years, the US Conference of Mayors has scheduled "Clean Your Files Day" to commemorate Earth Day. This regional seminar is also hosted by the District of Columbia and the City of Baltimore.

The seminar will help businesses host an event that:

  • Allows recycling to be the number one priority for one day every year
  • Creates incentives and builds enthusiasm for recycling
  • Ensures that adequate set-up and instruction is in place for recycling
  • Educates participants — from office workers to custodial staff — on how and what to recycle
  • Creates teamwork among event participants

The event will be held on Wednesday, February 19, 2003, 9 am — noon at the Wilson Building, 1350 Pennsylvania Avenue, NW, Washington, DC.
