Taxes, Administrative Hearings, Grant Development, and Calendar
1. OTR and IRS Launch New Resource for Small Businesses In partnership with the US Internal Revenue Service (IRS), the DC Office of Tax and Revenue has introduced a new resource facility for small businesses and self-employed individuals. The new IRS Tax Center on DC.Gov makes it easier for small businesses and the self-employed to locate information relating to federal taxes. Topics of interest include: business structure, electronic filing, retirement plans, online tax courses, and the location of IRS offices.The IRS introduced the IRS Tax Center program to broaden the reach and usefulness of its existing website, IRS.Gov. More than 20 entities nationally have established partnerships with the IRS through this program. The District of Columbia is the first city or state government to establish an IRS Tax Center. The IRS Tax Center will supplement the small business checklists and guides already available on the District Government website's Business Resource Center (BRC)

2. First "Tax Resolution Day" Scheduled for September 22, 2004 On Wednesday, September 22, 2004, the DC Office of Tax and Revenue (OTR) will host a "Tax Resolution Day" from noon to 8 pm at its headquarters building 941 North Capitol Street, NE. This event is a first for the city's tax agency, and represents a "one-stop-shopping" opportunity for taxpayers who need to address their individual, business and real property tax issues. Daniel Black, deputy chief financial officer of OTR says, "The Tax Resolution Day is intended to be a positive customer outreach initiative to better serve the taxpayers of the District, especially those who may not be available to contact OTR during normal office hours. This is not an amnesty program but an opportunity to resolve tax issues." The services provided will include:

New Office of Administrative Hearings To Begin Hearing Tax Appeals Cases On October 1, 2004, the District's newly established Office of Administrative Hearings (OAH) will acquire jurisdiction of cases previously under the purview of the Office of Tax and Revenue's (OTR) Office of Tax Appeals. Administrative law judges, who have met the qualifications specified by the Office of Administrative Hearing Establishment Act of 2001, will hear these cases. On or about August 15, 2004, all taxpayers who have requested a hearing by OTR's Office of Tax Appeals and where no action has occurred as of this date, will be notified that, on October 1, they will have the option of either having their cases heard by the Office of Administrative Hearings or of filing an action for a refund in the Superior Court of the District of Columbia, after paying the amount due. Mayor's Office of Partnerships and Grants Development to Host "Grant Development Triathlon" The Mayor's Office of Partnerships and Grants Development (OPGD) will host a Grant Development Triathlon for local nonprofit organizations. Experts from local foundations, as well as federal and DC government agencies, will provide tips on preparing successful proposals. In addition, representatives of Washington Grantmakers will review the new Common Grant Application format. The event will take place on September 23, 9 am-3 pm, at Allen Chapel AME Church, 2498 Alabama Avenue, SE, Washington, DC 20020. The church will have lunches available for a nominal fee. Citywide Calendar Consolidates Business Classes and Seminars On the Business Resource Center website, businesses can learn about dozens of upcoming classes and seminars from District government agencies and local small business service providers. Agencies and organizations contributing events include Department of Employment Services, the Enhanced Business Information Center (e-BIC), the Georgia Avenue Business Resource Center, and the DC Small Business Development Center. The Mayor's Office of Partnerships and Grants Development also posts its upcoming seminars and events for nonprofits on the Business Resource Center.
