1. Department of Small and Local Business Development

Effective as of October 1, 2005, the Office of Local Business Development (OLBD) is now the Department of Small and Local Business Development. Within the department, three new offices have been created: the Office of Certification, the Compliance and Enforcement; the Office of Contracting Opportunities; and the Office of Training and Education.

2. DC Marketing Center Annual Gala

The Washington, DC Marketing Center will hold its Annual Meeting and Development Showcase on Thursday, November 3, from 11 am to 2 pm at the Washington Convention Center. The Development Showcase starts at 11 am and is free. The Annual Awards Meeting will take place at 12 pm and costs $70 per ticket. For more information, visit the DC Marketing Center.

3. reSTORE DC Web Page Additions

reSTORE DC has recently added significantly new technical assistance resources to its website.

  • The new Enhanced Business Information Center (e-BIC) page describes the small business resources and assistance available through the e-BIC, the e-BIC's monthly series of small business courses and the e-BIC's partner agencies and organizations.

4. SCORE Franchise Workshop

On October 20, the Service Corps of Retired Executives' will provide a full day workshop on franchising. Future franchisees will learn from the experts about the role of the International Franchise Association, the franchiser's story, public and private assistance, franchise agreements, and how to find the perfect opportunity. 5. DC's Attorney General Warns Payday Lenders

The Attorney General for the District of Columbia Robert J. Spagnoletti announced that he is taking steps to curb aggressive collection tactics used by payday lenders.

The Office of the Attorney General (OAG) became aware in recent months that many payday loans in the District of Columbia require borrowers to make loan and fee payments through automatic debits from their bank accounts. The loan procedures are carefully prescribed by the DC Check Casher's Act. The Act allows these high fee loans only when a borrower presents a check to a lender and enters into an agreement with that lender not to deposit the check for a short period of time-usually two weeks. The payday loan is repaid when the lender deposits the check and it clears.

In an effort to stop abusive practices by payday lenders, OAG has sent approximately 125 letters to District businesses licensed to provide check cashing and payday lending services. The letters notify owners that, under DC law, a payday loan must involve the deferred deposit of a check rather than automatic withdrawals from a consumer's bank account.

6. Free Energy Workshops for DC Residents

The DC Energy Office (DCEO) will be operating free workshops for DC residents on "How to Install Energy Saving Measures" to help lower the impact of rising energy prices.

Starting Monday, October 3, through Monday, October 31, all DC residents are welcome to attend free, 30-minute, energy workshops at DCEO.

Workshops will be held during the following days and times:

Weekdays

  • 9 am
  • 10 am
  • 11 am
  • 1 pm
  • 2 pm
  • 3 pm
Saturdays
  • 10 am
  • 12 pm.
Call the DC Energy Hotline and request that DCEO perform energy workshops for schools, churches and community groups.

The workshops present easy methods for decreasing energy use. The workshops will be conducted at DCEO located at 2000 14th Street, NW, Second Floor. Those interested should call the DC Energy Hotline to secure your seat for the workshop at (202) 673-6750.
