The Department of Small and Local Business Development

The Department of Small and Local Business Development (DSLBD) works with the Office of Contracting and Procurement (OCP) to match small, disadvantaged businesses with contracting opportunities with the DC government and elsewhere. DSLBD also fosters economic development of DC's small business community through technical assistance, business seminars, conferences, exhibits, and outreach forums, among other programs.

Businesses that seek technical assistance related to doing business in the District may contact the Georgia Avenue Business Resource Center (GABRC). GABRC, an initiative of the DC Chamber of Commerce, supports businesses with counseling, mentoring, training, access to capital, and a computer lab. GABRC operates a US Small Business Administration (SBA) Sub-Center to provide access to SBA programs for local businesses.

The Enhanced Business Information Center (e-BIC), an initiative of the Office of the Deputy Mayor for Planning and Economic Development, the DC Public Library, and the SBA, is located in the heart of downtown DC at the Martin Luther King, Jr. Memorial Library. The e-BIC offers training, counseling, access to computers and business software and office space for business-client meetings.

The Certified Capital Company Program was enacted by DC Council to provide $50 million in long-term equity (and debt) for new or expanding small businesses based in DC
